Statement: ICE Shooting in Minneapolis Demands Full Transparency and Accountability

Phoenix, AZ - Borderlands Resource Initiative (Borderlands) expresses profound sorrow and serious concern over today’s fatal shooting of Renee Nicole Good by a U.S. Immigration and Customs Enforcement (ICE) agent during a large-scale federal enforcement operation in South Minneapolis. The incident occurred in a residential area of the Powderhorn community, the same broader neighborhood that includes the historic site where George Floyd was killed by Minneapolis police in 2020, now known as George Perry Floyd Square.


While official reports claim that Good allegedly attempted to use a vehicle to harm officers, community eyewitnesses and video evidence indicate that she posed no threat and was not endangering anyone’s life at the time she was shot. These conflicting narratives point to a deeply troubling use of force which demands immediate and independent investigation.


We categorically reject any attempts to blame the victim or justify lethal violence without full evidence and due process.

“What happened today is a human tragedy and a public failure,” said Beth Strano, Executive Director of Borderlands Resource Initiative. “No one should lose their life during an immigration enforcement operation. The law enforcement response was grossly disproportionate and deeply traumatizing to the entire community. Powderhorn and South Minneapolis are already spaces marked by trauma and calls for justice. Another killing at the hands of armed law enforcement only deepens fear and mistrust. This death is not an isolated incident,  it is the predictable outcome of an immigration system increasingly driven by prejudice, force, and spectacle. The aggressive tone and militarized tactics embraced by this administration are not making Americans safe; they are fueling violence, fear, and irreversible harm.”

Borderlands also notes with concern the rapid expansion of ICE enforcement personnel, many of whom have little or no prior law enforcement experience. The risks of poorly trained officers operating with broad powers and minimal accountability are on full display in this tragedy, and too many communities are paying the price.


Borderlands reiterates and amplifies the call from Minnesota advocates, electeds, and community organizations for:


  • Immediate release of all body-worn camera and surveillance footage related to the shooting;

  • An independent civilian-led investigation into the use of force;

  • Transparent reporting about and from all law enforcement agencies involved;

  • Emergency support for impacted residents, family members, and witnesses, including legal aid and trauma support.


This tragedy comes amid yet another large-scale ICE enforcement action, underscoring the dangerous consequences of a militarized immigration force that treats neighborhoods like battle zones and disregards the safety of the very people it claims to serve.

Community Alert: Know Your Rights, Prepare, and Connect to Local Groups


  • Attend a community vigil tonight at 6:00 PM outside the Phoenix ICE Field Office at 2035 N Central Ave, Phoenix, AZ to honor the life lost and stand in solidarity against state violence.

  • Create an emergency plan with your family. Store important documents and legal contact info in a safe, accessible place.

  • Do not open your door or vehicle to ICE or unidentified law enforcement unless they show a warrant signed by a judge. Demand to see it through a window or under the door.

  • Bring a U.S. citizen or lawful permanent resident with you to immigration check-ins or court appearances whenever possible.

  • Call the local Defense Hotline at (480) 506-7437 if ICE is at your door, if you are stopped, or if you need accompaniment to court or an appointment.

  • Share Know Your Rights Red Cards and the hotline number with neighbors, co-workers, and loved ones. You can request local red card templates for printing by contacting Borderlands Resource Initiative.

  • Join a Rapid Response Training through Puente Human Rights Movement or Borderlands Resource Initiative to be part of organized community defense.
